Hugh S. Campbell, Founder
Hugh Campbell has held numerous positions in planning, designing and implementing large-scale telecommunications networks for both government and commercial organizations. He spent 10 years on Active Duty as a Communications Officer in the U.S. Army providing advanced communications for Joint and Special Operations missions culminating his service as the Chief of Plans for an elite communications unit at MacDill AFB. Prior to starting AC4S, he was the Vice President of Engineering for Accelacom, Inc. – a high speed internet company. Prior to that post, he served Intermedia Communications as the Director of Engineering for that company’s nationwide data communications network, supporting thousands of customers and generating revenues of over $200 million annually. Mr. Campbell is a graduate of the United States Military Academy at West Point and has completed post-graduate work at the Air Force Institute of Technology. He holds a M.S. in Telecommunications Management from Golden Gate University and retired as a Cyberspace Operations Officer in the U.S Air Force Reserves.
Norm Abdallah, Founder
Norm Abdallah is a Founder and Executive at AC4S. Mr. Abdallah has a proven track record in contingency operations and communications. He has over 20 years of experience in Joint, Special Operations and Air Force Combat Communications as well as Air Traffic Control support. He is a Cyber Operations Officer in the US Air Force Reserves. In addition to his military experience, he spent several years with IBM Global Services and AT&T Labs designing global enterprise networks and project managing implementation of those networks for Fortune 500 companies around the world. He served as the Manager of Global Service Management, ensuring the quality of a complex remote access network servicing multi-national corporations with operations in over 200 cities in more than 60 countries. Mr. Abdallah earned a Bachelor of Science degree from the University of Florida and holds a Master’s certificate in Project Management from George Washington University.
Pauline McPhail, CFO
Pauline joined AC4S in 2004. She founded Network Accounting Solutions – a private accounting firm that specialized in small business development and valuations. She managed client portfolios in excess of $20 Million. Ms. McPhail has worked at both large and small corporations in both commercial and government environments. Her experience includes international business operations, implementing corporate enterprise resource systems, exploiting new growth opportunities, strategic planning, resource allocation, cost accounting, government auditing, tax compliance, and organization development. She has assisted the government with creating new audit techniques and is an expert in government accounting and contracting and is respected by government officials from both the Defense Contract Audit Agency and Defense Contract Management Agency. She is a graduated with honors from the University of South Florida with a Bachelor in Science in Accounting.
William Savage, Vice President of Operations
William (Bill) Savage is the Vice President of Operations of AC4S. Mr Savage has held several positions with MCI/Verizon Business in Federal, State and Local Government Markets in Sales and Engineering. Prior to his tenure with MCI/Verizon Business, he served in the US Air Force for 22 years. He spent the majority of his career in Tactical Communications Units supporting numerous operations around the globe. Mr Savage finished his Air Force Career developing Joint Communications Architecture and Strategy as Deputy Director, J5, Acquisition and Program Management. Mr. Savage holds an MBA from Embry-Riddle Aeronautical University and has several Industry and Professional certifications and awards.
William H. Hogan (Billy), Senior Vice President, Business Development
Billy Hogan has been in the communications and IT industry for 37 years. He spent 24 years in the U.S. Army serving in communications assignments supporting artillery, airborne infantry and special operations organizations. He served in Signal units and Joint assignments in the continental US, Germany and Korea. Most notably he commanded the Joint Communications Support Element at MacDill AFB and served as a division chief in US Central Command headquarters during the USS Cole incident and Operations Enduring Freedom and Iraqi Freedom. After retiring from the US Army, Billy served in Titan Corporation learning the ropes as a Capture Manager and later as a Business Development Manager. He subsequently led L-3 Communications’ Enterprise IT Services Division’s business development activities for the Department of Defense, State & Local and Geospatial market segments. After leaving L-3 for the small business community Billy now manages and directs all AC4S business development, capture management, marketing, business intelligence, proposal management and pricing activities. Billy is a Distinguished Military Graduate of the University of Rhode Island. He holds a Master’s degree in Strategic Studies from the US Army War College and a Master’s degree in Telecommunications Management from DeVry University.
