Scope of Contract

The Contractor shall, in response to task orders issued under this contract by the Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command, Strategic Systems Programs, Office of Naval Research, and the United States Marine Corps, provide services that potentially span the entire spectrum of mission areas supported by the activities and technical capabilities that comprise the various ordering offices, as well as provide professional support services to the overall Navy, and Marine Corps organizations. Services within the functional areas identified below, may be performed under this contract for new product areas, programs, or missions, which are assigned to these activities during the life of the contract. Additionally, activities may provide limited support under this contract to other Department of Defense (DoD), non-DoD, or Joint agencies for work that is integrally related to product areas and mission.

LTE, LLC began federal contract work on 1 September 2011 providing administration, management, and systems engineering support to the Marine Corps Systems Command at Quantico, Virginia. In January 2012, LTE, LLC began supporting the Joint Special Operations Command at Ft. Contract Period of Performance: 9 November 2015 through 4 April 2019 (including award term options) - The performance periods will be specified in the TOs and may include option periods which extend the TO up to twelve (12) months beyond the expiration date of this contract.

Program Ceiling: The maximum cumulative dollar ceiling value of all contracts in this multiple award procurement is established at $3,960,000,000.00 ceiling.

Proposed courses shall be commercially-available off-the-shelf training and/or educational courses that are delivered via an Instructor-led (i.e. traditional classroom setting or conference/seminar) and/or web-based (i.e. Internet/Intranet, software packages and computer applications) system. Courses shall have a defined course title, length of time (i.e. hours, days, semesters, etc.), description of material to be taught (i.e. syllabi, table of contents, etc.), and whether materials are included in the price. (i.e. books, pamphlets, software, etc.).

OASIS and OASIS Small Business (SB) are multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contracts that provide flexible and innovative solutions for complex professional services. These contracts:

  • Span many areas of expertise and mission spaces;
  • Span multiple professional service disciplines;
  • Allow flexibility for all contract types, including hybrids and cost-reimbursement, at the task order level; and
  • Allow ancillary support components, commonly referred to as Other Direct Costs (ODC), at the task order level.

The core disciplines of the contract include program management services, management consulting services, logistics services, engineering services, scientific services, and financial services.

Benefits:

OASIS provides support for Commercial and Non-Commercial requirements, which means any contract type may be utilized.

Design:

North American Industry Classification System (NAICS) Pools

Services under OASIS span 28 NAICS codes and 6 exceptions or 34 codes - exceptions in all. These 34 codes/exceptions are allocated among 7 NAICS code pools. All codes/exceptions in a pool share a common small business (SB) size standard. Agencies can solicit task order proposals from contractors holding awards in the pool with the NAICS code that matches the agency’s requirement.

Standardized Labor Categories

The labor categories are aligned with occupations, as outlined in the Office of Management and Budget’s (OMB) Standard Occupational Classification (SOC) system.

OASIS offers more meaningful proposed rate comparisons at the task order level – apples to apples, and 104 OASIS LCATs (individual and groups and priced at the master contract level) cover 127 OMB SOC occupations and over 1,000 typical industry job titles.

The remainder of the 840 SOC occupations can be added and priced at the task order level as ancillary labor.

Manage Small Business (SB) Program and Goals

OASIS facilitates agency management of its SB program and goals through awards in every SB category, including socioeconomics and the provision of business intelligence via dashboards on SB performance.

Through the use of OASIS, customer agencies receive small business credit, and it supports competition, even in socioeconomic categories.

Agencies can reserve task orders for exclusive competition among SB categories, including: 

  • 8(a) business development participants;
  • HUBZone SB concerns;
  • Service-disabled veteran-owned small business (SDVOSB) concerns;
  • Economically disadvantaged women-owned small business concerns; and
  • Women-owned small business concerns eligible under the Women-Owned SB Program.

Benifits:

Through OASIS, agencies can plan socioeconomic set asides to meet their goals and support 8(a), HUBZone, and SDVOSB direct awards.

Longer-term Planning

OASIS has no program ceiling, a five-year base and one five-year option, and provides for long term planning for complex program requirements.

IT Schedule 70 is an indefinite delivery/indefinite quantity (IDIQ) multiple award schedule providing direct access to products and services. It is among the most widely used acquisition vehicles in the government, and is the largest GSA Schedule in terms of number of contract-holders and sales. It is the government source for billions of dollars in information technology purchases annually for federal, state, and local customers through more than 5,000 certified industry partners.

Award of a contract under this Schedule signifies that the GSA has determined that the vendor's pricing is fair and reasonable and the vendor is in compliance with all applicable laws and regulations.

Contract Period of Performance: 19 December 2013 through 18 December 2018 (with three possible five-year option periods)

Available Order Types: As defined in FAR Part 16, Type of Contracts, Fixed-Price (FAR 16.2), Incentive (FAR 16.4), Time-and-Materials (T&M (FAR 16.6)), and Labor-Hour (LH (FAR 16.6)) Order types are permissible. Hybrid blends of the Order types are feasible. The OCO is responsible for clearly identifying the applicable order type(s), making all required determinations and establishing requirements in the Order solicitation.
