Scope of Contract
The Contractor shall, in response to task orders issued under this contract by the Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command, Strategic Systems Programs, Office of Naval Research, and the United States Marine Corps, provide services that potentially span the entire spectrum of mission areas supported by the activities and technical capabilities that comprise the various ordering offices, as well as provide professional support services to the overall Navy, and Marine Corps organizations. Services within the functional areas identified below, may be performed under this contract for new product areas, programs, or missions, which are assigned to these activities during the life of the contract. Additionally, activities may provide limited support under this contract to other Department of Defense (DoD), non-DoD, or Joint agencies for work that is integrally related to product areas and mission.

AC4S will use the following subcontractors: Cedar International Services, LLC; Lumbee Tribe Enterprises, LLC; JSToogood, LLC; Diversified Communications Inc. (DCI), and Strategic Business Systems (SBS), Inc. All have fully executed Teaming Agreements with AC4S.
Cedar International Services, LLC (Cedar) is a wholly owned subsidiary of AC4S. Cedar provides Life Support Services, Logistics Support, Information Technology Support, and Minor Construction supporting AC4S contracts for the Department of State and other agencies operating in austere environments like Yemen.
Lumbee Tribe Enterprises, LLC (LTE, LLC) is a small disadvantaged “for profit” company that is tribal-owned by the Lumbee Tribe of North Carolina. LTE, LLC began federal contract work on 1 September 2011 providing administration, management, and systems engineering support to the Marine Corps Systems Command at Quantico, Virginia. In January 2012, LTE, LLC began supporting the Joint Special Operations Command at Ft. Bragg, North Carolina scripting and education support to USSOCOM elements of the Special Operations community for the development of full spectrum special operations training. LTE, LLC has expertise in air and missile defense operations and has capabilities in acquisition program support. LTE, LLC also provides contracts management consulting for commercial contractors. LTE, LLC received its Tribal 8(a) Certification from the Small Business Administration on 14 October 2014.
JSToogood, LLC (JST) is a provider of Professional Services to public sector customers. JST was founded in 2013 and is headquartered in northwest Texas. JST specializes in contract administration, program management, and training and proposal management. JST was founded by former Air Force Acquisition and Contracting professionals. The JST management team offers direct experience in managing and conducting training operations both in the US and overseas. JST’s organizational structure operates by using clear lines of responsibility. The management team offers a wealth of institutional knowledge that will ensure continuity, quality and timeliness throughout the training services provided. JST has consistently delivered reliable results and continuous improvement in our training contracts and has received awards from the Small Business Development Center and the Procurement Technical Assistance Center in Dallas, TX. Our approach leverages a combination of commercially and federally recognized best practice frameworks, including PMI’s Project Management Body of Knowledge (PMBOK) to ensure service quality and meet or exceed the performance standards outlined by ACOTA.
Strategic Business Systems, Inc. (SBS) is a nationwide technology services partner specializing in mission critical Enterprise IT Support Services to include a full range of Information Technology (IT) Solutions, Cyber Training, Project Management, Professional and Administrative Services, VTC Operations, and Service Desk Operations. SBS provide low risk IT planning, design, implementation, and operations & maintenance support to DoD agencies and private industry. Headquartered in Clearwater, Florida, SBS is a Service-Disabled Veteran-Owned Small Business (SDVOSB), and a Historically Underutilized Business Zone (HUBZone) Company. SBS currently supports the US Army, Navy, Marine Corps, the US Air Force, and the National Guard with administrative staffing, IT engineering, training, Subject Matter Experts (SMEs), and expert consulting. SBS currently consists of 40 employees across 11 states and a corporate management team of seasoned retired military professionals from the United States Air Force, Air National Guard, and the United States Army.
Diversified Communications, Inc. (DCI) was founded in 1987 to provide teleport and transportable satellite services to North American and International TV networks for “live coverage” of news, sports and entertainment events. Live television production, teleport, flyaway, and mobile transmission solutions continue to be a large segment of DCI’s business. DCI is a premiere provider of remote production and technical broadcast solutions in the regional DC marketplace by offering clients fully integrated turnkey solutions from video acquisition to transmission all under one roof. DCI’s fleet of transportable uplinks offer worldwide coverage.

Contract Period of Performance: 9 November 2015 through 4 April 2019 (including award term options) - The performance periods will be specified in the TOs and may include option periods which extend the TO up to twelve (12) months beyond the expiration date of this contract.

Proposed courses shall be commercially-available off-the-shelf training and/or educational courses that are delivered via an Instructor-led (i.e. traditional classroom setting or conference/seminar) and/or web-based (i.e. Internet/Intranet, software packages and computer applications) system. Courses shall have a defined course title, length of time (i.e. hours, days, semesters, etc.), description of material to be taught (i.e. syllabi, table of contents, etc.), and whether materials are included in the price. 874 6 Acquisition Management Support: Support Contractors shall provide professional support services to agencies in conducting federal acquisition management activities. IT Schedule 70 is an indefinite delivery/indefinite quantity (IDIQ) multiple award schedule providing direct access to products and services. It is among the most widely used acquisition vehicles in the government, and is the largest GSA Schedule in terms of number of contract-holders and sales. It is the government source for billions of dollars in information technology purchases annually for federal, state, and local customers through more than 5,000 certified industry partners.
